Nope. It just means you can't win by going over 40
honor. The only stronghold that couldn't win by Honor
or automatically lost by going below -20 was the first
Scorpion stronghold. Instead of losing, their
province strenght goes directly to zero, do not pass
Go, do not collect $200.
