Yes but if I remember correctly, the naga stronghold said you could not win 
with honor and did not say you couldn't lose by honor, but I think I read 
somewhere that said they couldn't lose by going to -20 honor, I think it 
also said that if you can't win with an honor victory, that it is implied 
you can't lose from having low honor also.

I could be wrong though.

Nope.  It just means you can't win by going over 40
honor.  The only stronghold that couldn't win by Honor
or automatically lost by going below -20 was the first
Scorpion stronghold.  Instead of losing, their
province strenght goes directly to zero, do not pass
Go, do not collect $200.
