You've got to be kidding me!!! There's not a game i've played where the
province strength gaining ability hasn't made a difference. True, I used
to think that it didn't mean much, but after playing it for the list 2
1/2 years, I've been proven wrong. The Mountain Keep's ability has done
many things. There are people that simply forget about it when
attacking, and don't send enough, so they'll bounce. They have to figure
the extra bonus when going in to kill 2 or more provinces, and your last
province strength being 11 or higher is nothing to sneeze at when you've
had the entire game to set up your defenses. And you say that military
decks should be able to get out the extra two force they need, but it
gets kinda hard when you're removing some of it from the table every turn
through duels or removal of some sort. I don't know how you play, but
i've always been able to exploit weaknesses in my opponent's military
decks if for nothing more than the fact that they can only take one
province per turn.
