[dragon] Dragon Foil Personality

Greetings Brothers,

Since I'm still relatively new and unsure of the past
storyline, I just got a foil Togashi Jodome in one of
my Ambitions Debt packs.  he looks pretty cool to use,
but can someone give me a low down on him?  and can I
use him in a deck and be legal?
