I would use Block Supply Lines instead of Refugees
because of the higher focus and you can get your self
out of a suicide attack.  Everytime I played an hoor
runner with my deck I had to attack with a stonr
enough person to kill the province before i could get
off any battle duels.  Either the person would die if
I didn't have enough duels or I would send my self
home.  Obviously the latter was favored.  Arrowroot
tattoo can make for som fun kharmis strikes (Hitomi
strikes down Yoritomo but Kobai jumps in front of
Yoritomo saving Hitomi)  The house gaurd would be
great if you could get your hands on one.  Aren't
bloodswords considered bloodspeaker equipment?  I know
many people don't like this but you might want to
replace tem with the Niten so you can focus your extra
sneak attack and end up with it being a 4.  This works
even better with ancient sage when you turn thier 4
into a 0.  It makes an iajutsu art for the ring of
fire harder.  Ancient Sage will also save you from the
test of honors.  Hope some of this helps.
