I haven't seen that anywhere.  It's not in the FAQ, the Accumulated Rulings,or the MRP list.

As far as I can see, his ability to gain fire tokens is an Open action, playable only when you can play an Open.  Now, with A Moment of Clarity, this becomes wonderful.
