  You are?  Funny how those same Mantis ferried Crane troops to attack
Friendly Traveler Village ( see http://l5r.alderac.com/  -> Fiction for the
story).

  But it still wouldn't help, unless that Navy could somehow sail from the
sea, across the Phoenix lands to ours.  Dragon is land-locked, and backed by
mountains and surrounded by enemies (currently).
