I'm not entirely sure how good it is, but it does reward us for playing
with Tattoos. Could be broken if it weren't unique. And yes, it's no
Emperor's Underhand and 3 to produce 2 isn't that great - but it is one
more holding we might consider playing with. If anything, I'll at least
give it a try.
