Pretty much, yeah.  There's one action card that will give +2 force, +2 Chi 
or +2 PH to any tatooed personality permanently, but it costs 3 gold.  It's 
OK.

Mirumoto Taiu is yet another 1F/2C for 7 gold personality too.  He's got two 
ranged attacks, but he's still not real good.
