Nope it is not and never was. The only rule limit for stats is that they
cannot drop below 0. Otherwise, it's fine, and nothing prevents you from
having 3 Billion Honor (this is not the RPG Bruno ^_^). So in the example
Ikazuchi's Rosanjin is 13PH indeed. Try to figure the maximum in Open with a
5PH guy like Satsume, and all that can be attached to him for personal
honor. Have fun.
