It is indeed legal - they're currently talking about the possibilities over 
on L5R-CCG.  If you can get it to happen, it's insanely nasty, but the 
problem is that it's a 4 card combo, minimum - The Monk, Eiji, Irikyo, and 
a chi booster.  If you want to make sure your opponent keeps him, throw in 
Spider Tattoo and Wave Tattoo.  Also, often one chi booster isn't 
enough.  So for maximum effectiveness you're talking 7 cards, which is 
tricky, even for dragon.
