Honestly, I would rather just add the follower to my deck that already
includes Winds Truth and plenty of chi boosters and use his ability in
battle and then toss the loss with that personality at my opponent.

It's only variable if you don't know how large it's going to be until it
happens. The Ikiryo's loss can be chosen by Eiji because the amount is
known: it's equal to the Chi of the Ikiryo's Personality.

Jeff states that Ikiryo's loss can be chosen by Eiji because it is a known
amount,ie non-variable. Even in posts prior to this one, Jeff has always
said that the Ikiryo loss was non-variable. Hell, we should all know this
because Hakanin specifically got Jeff to rule on it before he let the cat
out of the bag concerning the Wandering Monk combo. Lets have this be the
last time we all question this unless Jeff reverses the ruling sometime in
the future.
Incidently, I hope those on the scorpion list that try and implement this
combo know where it originated and give proper credit to Hakanin. I know
some combos are so obvious that one person can't lay claim to thinking the
idea up but that's not so in this case. Besides, we all know Dragon will be
able to do this specific comob better than the scorpion.
I've personally not had time to build a deck around this combo but the deck
should look something like this:(Keep in mind this is quick and dirty so I
may have overlooked some better cards. Also, having not actually tried it,
I think this might lose provinces too easily due to the lack of defensive
measures but there is some p-kill in the list to help deal.)
