  Well, you're Dragon, you're good at winning duels.

  I found that even Tsuge without backup (no Dragon Tattoo/Ki-Rin's
Shrine Exp in play) challenging a 2 or 3C personality got refused,
simply because the duel wasn't "that big a deal", and they didn't want
to risk me gaining three honour.

  When that happens (and in my experience, it happened 4 out of 5 times
at the Kotei) I. Lesson is "Limited: Draw three cards."  And let's face
it, that's pretty near broken.
