Personally, I play Dragon because it fits my playstyle.  I like the card drawing and the particular character mix is better for me, personally.  Play to win is not just about playing what happens to be best in the environment (similar to the characters in fight-style video games, any character can win, it just depends on how your style interacts with the character you choose) and I play Dragon because I can wrap my mind around it the best.  I could create several very good, winning Dragon decks, but only one or maybe two of any other clan.  It's all up to each person to play what is best for them, however, within that clan, adding cards that you need to better your deck and removing cards that don't better it, that is the play to win intricacy.
