Here are my 15 must haves from an earlier post before Gencon US.

Zembu's bare bones, must have, never leave home without them fate cards for
dragon honor decks with reasons for each card as to why it is essential:

3 x Wind's Truth
This card gets you honor or protects you from honor loss given you have a
shugenja in play with sufficient chi.
3 x Torrential Rain
This card saves a province given that you get the first action in a battle.
It also bows everyone which combos well with the next card.
2 x Touch of Death
This card kills problem personalities as in personalities who are crushing
your provinces, causing you honor loss, or looking at you funny. Hi,
Shokan;)
2 x Walking the Way
This card gets you what you need when you need it at the small cost of 4
gold and bowing a shugenja.
Fist of Osano-Wo
This card destroys the other guys Ki-Rin Shrine exp or other bothersome
holding, ie scorpion distracter, PPG, Sanctified temple, etc.

That's five basic cards to do 5 basic things: Steal honor, save provinces,
kill peeps, get cards, and destroy holdings. It's not as catchy as the Tao
of the Headpunch mantra but we are the clan that does a little of
everything.

There are two more cards that I think are essential.

Celestial Sword of the Dragon Clan
Has anyone, and I mean anyone, ever constructed a gold legal dragon deck and
not included this card? Didn't think so.
3 x Deeds, Not Words
I understand where the Dynasty folk are coming from with their aversion to
deeds. To me though, it is way too powerful a card to not include. I would
play with 3 x Deeds, Not Words in my honor decks even if it had a 1 focus
value. For minimizing the amount of honor your opponent can gain in one
turn, deeds is superior to slander. For me, it's as simple as that. In a
way, I think of slander as another set of wind's truths without you gaining
the honor the other player is suddenly not getting. I figure I've already
got a card that accomplishes what slander does but in an even better way
which is why I want a card like deeds in my deck that has a similar effect
on my opponent but on a larger scale.

So those are my 15 must "must haves" as opposed to my previous 34 "must
haves". Those other 25 slots do provide anyone ample space to mess things
up .. I mean tailor a deck to their individual playstyle.
