Well, they can't very well give people who can both duel well, *and* have a 
duelling related ability, can they?  (ignore Reju - he's Spirit 
Wars).  Even Tsuge needs some help to win the duels he starts.  All a crane 
has to do is give him Chukandomo, Blade of Truths, or tag him with Kozue, 
and you have an honor machine.  Iaijutsu Lesson becomes "gain 3 honor, and 
either draw two cards or bow an opposing personality".  Challenge gets a 
fair amount harder to refuse, and you have a use for Challenge against 
SLH.  Specialty duels, like Dirty Scum! become actually useful as something 
other than meta... they have a choice of either giving you three honor or 
ending the battle.   I'm not saying that you should start playing with 
cards just to use him, but he nicely compliments a fair amount of cards 
that duelling decks use anyway.  He's not insanely powerful or anything, 
but he is a good solid personality for the Crane.
