Not so, it prevents your duels from being dead cards against clans such as 
SLH or corrupt Scorp that would just refuse ad nauseum.  5 chi is never bad, 
8 gold is reasonable, and he's got a solid ability.  I think he's a great 
deal, comparing him to Tsuge isn't fair because Tsuge is the best thing since 
sliced bread.  If he were Dragon I'd definitely run him.
